It seems that the concept of the right to communicate will remain sophisticated and somewhat luxurious in most of the developing countries. My experience is confined to certain parts of East and North Africa whose great part belongs to Asia.
The time will come when the Universal Declaration of Human Rights will have to encompass a more extensive right than man's right to information, first laid down twenty-one years ago in Article 19.

Communication rights enable all people everywhere to express themselves individually and collectively by all means of communication. They are vital to full participation in society and are, therefore, universal human rights belonging to every man, woman, and child.
