The present volume is an attempt at a synthesis of the views, opinions and hopes expressed at several meetings convened by Unesco and other organizations as well as in the growing literature on the concept of the right to communicate. Its purpose is to make the concept better known so as to encourage wider discussion which may eventually lead to a clearer and more comprehensive definition and to a delineation of the components that make up the right to communicate.
