This paper provided a chronology of pioneer efforts, organizing activities, and projects and programs during the early years of work on the right to communicate. It was during these years that a global movement to describe and implement the right to communicate was starting to emerge. Some of the persons involved during these early years have continued their interest up to the present time.

Communication rights enable all people everywhere to express themselves individually and collectively by all means of communication. They are vital to full participation in society and are, therefore, universal human rights belonging to every man, woman, and child.
