While many of the questions over international news are of a pragmatic nature others revolve around fundamental questions of values and the role of the news media and the communication rights of individuals, media institutions, communities and nations in the international context. The right communicate provides a framework for an examination of these questions. The right to communicate indicates new directions and conflicts within journalism and particularly within news media institutions, from the community level to the global news agencies. Already many of the concerns are part of the context of journalism, access to media, privacy, participation and so forth and others are emerging.
