In recent years, the view has developed that a more radical approach is needed to the whole question of communications freedoms. The existing formulations are seen to lack a philosophical basis and to be incomplete. Above all, they do not state a fundamental principle from which new communications freedoms could be derived in the future in the light of further changes in technology. At present, the consensus is that the task of studying the concept has been completed and that the time has now come for action. The question remains, however, where do we go from here?

Communication rights enable all people everywhere to express themselves individually and collectively by all means of communication. They are vital to full participation in society and are, therefore, universal human rights belonging to every man, woman, and child.
