Our Commission should be regarded as a nucleus of a much larger group of people involved in and interested in all aspects of communication.

It is only through the establishment of adequate means of communication between men and between nations that the cause of peace, justice, dignity, freedom, more equitable sharing of wealth and power, can be ensured.

Communication rights enable all people everywhere to express themselves individually and collectively by all means of communication. They are vital to full participation in society and are, therefore, universal human rights belonging to every man, woman, and child.
