This article places media reform within the context of Critical Social Movements, which are defined as movements committed to the empowerment of the marginalized and that challenge the hegemonies of dominant group and institutions. The author argues that such Critical Social Movements are key to revitalizing democracy today, and that the struggle for communication rights is one of the most important democratizing struggles in the current era.

Communication rights enable all people everywhere to express themselves individually and collectively by all means of communication. They are vital to full participation in society and are, therefore, universal human rights belonging to every man, woman, and child.
